Short summary of the project

The project will organize and promote public debate in Greece regarding policies addressing the problems of discrimination, raise key issues that are crucial for the success of policies, and identify policy gaps and policy options, by implementing a set of initiatives that will focus on the condition and the policies targeted towards groups that face discrimination. To this end, the project will organize a series of search activities, workshops and dissemination practices:

  1. Development of a methodological framework for the evaluation and assessment of relevant indicators in Greece. Data from the EU-SILC, Labor Force Survey, and the 4th Round of European Social Survey will be used, in order to evaluate the appropriate indicators that will estimate the discrimination of specific population groups (e.g.: immigrants, women, elderly, etc).
  2. Monitoring of good practices and policies both in the EU and at the national level, which aim at combating discrimination and promoting equality.
  3. Conducting of
    • field research for the collection of data from associations and networks that operate in areas covered by Efxini Poli.
    • Focus Group Interviews in the associations that constitute the Economic and Social Council of Greece (OKE), on their views on combating discriminations.
    • a workshop with representatives from the target groups, public and private sector enterprises and public authorities, tin view of exchanging attitudes and ideas in the area of combating discriminations.

The results of the project will provide input for the Observatory, and are expected to be particularly useful, not only for bringing to the surface the multiple dimensions of the problem, or the application of the existing legislation, but also to assist policy planning from the relevant bodies, at both the national and the international level.

Objectives

The main objective of the project is to investigate the impact of discrimination against people because of their race, ethnicity, religious or other beliefs, disability, age or sexual orientation. Given that there is lack of a common and unified framework to identify discrimination, the project attempts to define a series of indicators and adopt the methodology proposed by the European Commission.

The generic goals of the study are: "Elimination of discrimination and exclusion", "coherence", "promotion of good practices" and "Planning and specific actions for combating discrimination". Specific Activities which aim at the accomplishment of the project's goals include:

  • critical use of the existing data and review of both Greek and foreign literature,
  • conducting both quantitative and qualitative research with a parallel development of a framework of relevant indicators,
  • policy planning and development with the use of specific tools such as social dialogue, consultation and adoption of good practices in the field of discrimination combat
  • establishment of an Observatory and organization of scientific conferences and dissemination events.

The specific objectives focus on:

  1. The possibility to develop the appropriate analysis tools and indicators for evaluation of anti-discrimination policies
  2. The use of tools for intervention and especially the social dialogue
  3. The recording of good practices and polices implemented in other European countries
  4. The probability for socially vulnerable groups to be located in particular areas
  5. Public awareness on the prohibition of discrimination
  6. Vulnerable groups' awareness raising on their rights
  7. The development of scientific models and tools which will help policy makers to follow up the progress recorded in the field of Combating discrimination
  8. Raising awareness amongst the public authorities regarding the particular "social problem" of discrimination.
